OHSAS18000标准介绍
OHSAS18000全名为Occupational Health and Safety Assessment Series 18000,是一国际性安全及卫生管理系统验证标准。OHSAS之所以发展，主要为解决客户群在面对诸多验证机构自行开发的安卫管理系统验证标准时，如何取舍之问题：以及取代知名度较高之BS8800(仅为指导纲要，而非验证标准)而成为可正式验证之国际标准。客户常因上述征结未能理清，而采观望态度。其实大家都明了安卫管理系统之建置乃刻不容缓之事，其较诸品质及环境管理系统之建置，虽少了生意导向之诱因，却多了尊重员工生命财产这形象。为了解决上述征结，各大验证机构(如SGS集团，BSI，NSAI，Standards Australia, BVQI, LRQA等)乃参考既有安卫管理系统标准(如ISA 2000，BS 8800，NSAI SR 320， AS/NZ 4801， Safety Cert, OHSMS, LRQASMS 8800等)，共同发展出OHSAS18000。OHSAS18001规范之架构与ISO14001一致，亦循PDCA持续改善模式设计，而OHSAS18002实施指导纲要之内容则多所参考ISA2000。
职业安全卫生管理体系是国际上继ISO9000质量管理体系标准和ISO14000环境管理体系标准后世界各国关注的又一管理标准。美国、英国、澳大利亚、日本等国家正在实施职业安全卫生管理体系。目前，许多国家和地区都依据ISO9001、ISO14001和管理模式制定了相应的职业安全卫生管理体系标准。如英国的BS8800、亚太地区职业安全卫生组织ASOSHO的AP1000以及欧盟的OHSAS18001等管理体系标准。其目的均是依据近代管理科学理论制定的管理标准来规范企业的职业安全卫生管理行为，促进企业建立现代企业制度，预防为主，控制事故的发生，保障劳动者的安全与健康。为了有效推动我国职业安全卫生管理工作，提高企业职业安全卫生管理水平，降低安全卫生风险因素及相关费用，降低生产成本，并使企业管理模式符合国际通行的惯例，促进国际贸易及提高我国企业的综合形象，以此加强其在市场上的竞争力，我国已开始全面推广实施职业安全卫生管理体系工作，并依据 OHSAS/SD18001职业安全卫生管理体系标准，国家经贸委颁发了"关于开展职业安全卫生管理体系认证工作的通知"。已有许多合资企业及知名大企业掌握时机，开始积极地投入到这项工作中。
