TS16949汽车行业质量管理体系
由于QS9000只是北美汽车行业的质量标准,而全球很多国家和地区有不同的标准。汽车供应商通过了QS-9000或VDA6.1质量体系认证后,其证书在全世界范围内并不能得到所有国家的承认和认可。
为减少汽车供应商不必要的资源浪费和利于汽车公司全球采购战略的实施,国际汽车特别工作组(IATF)以及ISO/TC176、质量管理和质量保证委员会及其分委员会的代表在以ISO9001:1994版质量体系的基础上结合QS-9000、VDA6.1、EAQF(法国)94和AVSQ(意大利)95等质量体系的要求制定了ISO/TS 16949技术规范,并于己于1999年1月1日颁布发行适用。
ISO/TS16949标准由美、法、德、英5国汽车工业部门联合起草,由IATF(international Automotive Task Force)下面的各国汽车联合会(ANFIA,AIAG,CCFA,FIEV,SMMT和VDA)共同制定,在经过GM正式认定后,与各个国家汽车标准(VDA6.1,QS9000,AVSQ 和EAFQ)等同采用。这就是说,拥有TS 16949认证证书的企业,不必再做QS9000或VDA6.1认证。也就是说新的质量管理标准ISO/TS 16949首先将为那些客户遍布不同国家的汽车供应商提供方便,他们将来不必再做多重认证。
ISO/TS16949目的是适应汽车工业全球采购的要求,减少汽车零部件及材料供应商为满足各国质量体系要求而多次认证的负担,从而降低采购成本。该标准是以国际上普遍接受的ISO/9001标准为基础,补充进汽车工业的特殊要求而形成。它完整地引用了ISO/9001标准的有关原文,表明国际汽车工业界完成接受ISO9001标准,要想达到ISO/TS16949标准要求的基本条件是先满足ISO9001标准。ISO/TS16949标准与美国三大汽车公司所制订的QS9000质量体系内容十分相似,还吸收了德国汽车工业协会VDA编制的汽车工业质量控制标准,以及意大利、潜力汽车工业组织编制的质量体系文年中的主要内容。
TS16949当前的版本还留有VDA6.1和QS9000的明显特征。其结构、语言甚至连认证规定也是从QS9000搬来的,但是目前能在VDA6.1内找到的产品安全、员工激励、环境保护或劳动安全的主要方面在TS 16949内也可以找到。此外还有既不属于VDA6.1又不属于QS9000的要求:
